Looks like the Russian testing continues to see if there is any meaningful response from NATO or the US. There are reports that the Russians are setting up artillery positions within 20 miles of Tbilisi. It would be easy to stage or allege a provocation to justify a Russian assault on the rest of Georgia they do not now control.

I think they are suffering a bit from declines in the price of oil, and want to talk it up.
Alternately they are using this as cover for the Iranians.
They have an interest in getting them the bomb, to perpetuate instability - and high oil prices.
Either way it looks like they want to establish a permanent risk-premium.
