IRCC, the original 1939 “People's Car” had a 925cc/36HP (0.925L) engine. (1500cc is about 100 cubic inches.) They gradually upped the displacement to about 1800cc in the final Super Beetle.
Driving a 1000cc car on the Autobahn must be a thrill.

My 1963 VW had 1200 cc’s and did fine. Top speed 72 mph and when going that speed, Americans I passed were pissed to the point of passing me because of the insult.
1,000 cc engine displacement. I owned an Austin Healy Sprite roadster with about that engine size when I was young and stupid. It accelerated just fine, and with today's modern materials for lighter weight would have been a little rocket! I'd love to beef up the suspension and shoehorn one of today's small V-6s into it, but it went to Sprite heaven many years ago!
