(IsraelNN.com) A Kuwaiti newspaper reports that Hizbullah terrorist chief Imad Mughniyeh, who was killed in a car-bomb attack in Damascus on Tuesday, was in the midst of planning major terrorist attacks in moderate Arab countries when he was killed.
Al-Watan reports that American intelligence had learned that Mughniyeh arrived in Damascus three days earlier with instructions from, and in coordination with, the Iranians. His objective was to meet with Hizbullah leaders and coordinate a mass attack, for which he was to receive help from Syrian intelligence.
The American involvement in the killing is explained as being in retaliation for a recent car bomb attack that targeted a U.S. Embassy vehicle; three passersby.
Another Kuwaiti newspaper, Al-Siasa, reports that Mughniyeh took part, shortly before he was killed, in a secret meeting in the Iranian School in Damascus. Also participating in the meeting were Syrian Intelligence Chief Gen. Aisaf Shwackath, Hamas chief Khaled Mashaal, and an Islamic Jihad representative. On the agenda: planned attacks in Arab countries that refuse to take part in the coming Arab League summit in Damascus. The newspaper entertains the possibility that the meeting was merely a camouflage for Syrian involvement in Mughniye's killing.
US Tightens Sanctions on Syria Meanwhile, US President George W. Bush has ordered stricter economic sanctions against Syria, the White House announced in an executive message to Congress.
The order to freeze the assets of people held responsible for actions that "undermine efforts to stabilize Iraq" came Wednesday, the day before Mughniyeh’s burial.
Economic sanctions against Syria date back to 2004 for Syrian support of the Hizbullah and Hamas terrorist groups.
The United States has charged Syria with being behind former Lebanese Prime Minister Hariri’s murder, which occurred three years ago this week. "Syria continues to undermine Lebanon's sovereignty and democracy, imprison democracy activists, curtail human rights, and sponsor and harbor terrorists," the White House said.

Hezbollah's not here, but the funding the Shia militia groups get comes from the same source. However, I doubt Iraq was a target of this particular attack.
You're right; they have attempted to go after Jordan before, but I agree that Lebanon was the likely focus. The article mentions "countries," so Jordan and Egypt could well have been in their plans, depending on how elaborate these plans were.

Arab League chief fails to break Lebanon president deadlock
Mussa met on Friday with parliament majority leader Saad Hariri and opposition tenor Michel Aoun to try to push through a three-point Arab plan to end the crisis, the worst in Lebanon since the end of its 1975-1990 civil war. After more than four hours of protracted talks with the feuding politicians behind closed doors at the parliament building and separate meetings with Berri and Prime Minister Fuad Siniora, the Arab diplomat decided to leave Beirut. "We did not accomplish the required progress but we will pursue our contacts until a new meeting is held in the second half of February," Mussa told As-Safir newspaper. "The situation is complicated and there is a lack" of trust between the two camps, he said, while insisting that the Arab rescue plan for Lebanon was still alive. "The Arab initiative is still on and there is some hope which we should hold on and which we should exploit," he told reporters at Beirut airport before flying out.

Mussa, whose mediation efforts to resolve Lebanon's political standoff have so far yielded few results, said the anniversary would be more effective if the Lebanese worked together towards national unity as it is the key to the country's stability. Lebanon's majority coalition and Hezbollah-led opposition have been at loggerheads over their representation in a proposed cabinet of national unity. The deep disagreements are standing in the way of electing a president.
Jordan king wants 'careful planning' for Arab summit
Jordan's King Abdullah II on Sunday said the Arab summit next month in Damascus needs "careful planning" as he received an invitation to attend the meeting, the palace said. "Careful planning is needed for the summit in order to create consensus and come up with a unified Arab position at this critical stage with major challenges facing the Arab nation," he told Syrian Foreign Minister Walid Muallem. Muallem handed the invitation from President Bashar al-Assad to the Jordanian monarch, the palace said. Arab League chief Amr Mussa has said the 22-member body's annual summit would be held in Damascus on March 29 and 30, in spite of Syria's alleged involvement in Lebanon's political crisis. Lebanon has been without a head of state since November 23, after pro-Syrian Emile Lahoud stepped down at the end of his term with no elected successor and parliament has failed so far to elect a president. "Obstacles facing the implementation of an Arab League plan to end the Lebanese crisis should be removed," the king said. The plan calls for the election of Lebanon's army chief General Michel Sleiman as president, the formation of a national unity government in which no single party has veto power, and a new electoral law. But feuding Lebanese politicians have not agreed on the proposal.
