Well, from what I understand, the current theory is that you can only go back in time to the point that the time machine was first created.
So, the lack of "time travelers" may be an indication that one has yet to be invented. Or, this "era" has been quarantined.
OTOH, the Vulcan Science Directorate has declared that time travel is impossible.

Well Ive seen the theory before and it goes like this: There are two ends to time travel and both have to be established to do it. By building our end today it can be used as a becon in the future interesting but the physics is *way* over my head..

The point is that if time travel is posible using this technology, they will be showing up when the machine is turned on.
Of course it is just as likely that there is no past or future, only a continiously changing present. You can make a time machine but there is no place to go.
