From what I’ve read about the history of the SOTU, it’s been traditional that the first such speech delivered by a newly-inaugurated President isn’t an “offical” SOTU, in deference to the previous occupant having governed for the past year. Of course, if the Dems take the office in 2009, the heck with tradition...
In prior years, SOTU addresses have been given in late December, in early January, in writing only to the Congress, and sometimes not at all. So President Bush is within precedent to give another one for the year 2008 before he leaves office, if he so chooses.
I respect him, I just disagree with his performance on a large number of issues.
I personally guarantee at least five instances of "empower", "empowerment", etc.

That’s quite a reach considering the clowns we’ve had in office as of late. Clinton, Bush Sr, and Carter all rank below our current President.
