IF Armed citizens start defending themselves and others around them, it WILL stop these guys. The rest of what you said though, you're 100 percent dead on. This is TERRORISM.

Yes it can. I live in Baltimore and I just avoid the busses, I stay out of the nasty neighborhoods, and so on. It ain't a picnic, but it ain't Beirut, either.

If the courts put the juvenile gang bangers behind bars, where they belong, there would be no problem. The responsibility lies with the courts, who empower the minority gangbangers, by their use of restorative justice. My guess is that, like Philadelphia, the minority offenders in Baltimore, never serve the required minimus sentence for any offense.
