Senate Majority Leader Harry Reid (D-Nev.) has decided to keep the chamber in session over the Thanksgiving break to block President Bush from making any unsavory recess appointments while Senators are out of town.

Oh Yea! So ummmm... Harry, you gonna keep congress in session through Christmas, and Easter, and what other holidays are there before Mr. Bush is out of Office? Yea, I would call Harry a Parer Tiger, but frankly I don’t think he rates even that.

What’s dingy Harry going to do the whole month of December? Doesn’t the Senate take off about a month at Christmas time?How is he going to keep the senators in DC when they want to be home for Christmas? This again is a bunch of symbolism over substance. Harry will have to cave.

Term Definition Used In
Pro Forma Session A daily meeting of the House or Senate during which no votes are held and no legislative business is conducted. The session “in form only” is held for purposes of meeting the 3-day rule in the Constitution. It requires each House to gain the permission of the other for recesses longer than 3 days. When the permission is not forthcoming, or not requested in time, the affected chamber convenes briefly with hardly anyone in attendance [the opening prayer, routine announcements, and sometimes short non-legislative speeches are conducted], and then adjourns. and in Case of Disagreement between them, with respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper..."President Bush can just threaten to adjourn both houses, since the Senate and the House are in disagreement as to the time of adjournment...............thus, the ball will be in Reid's court, for then Reid would have to force BOTH houses to convene during the holiday(s)......in order to prevent recess appointments.......it would be fun to watch, indeed!
Fighting 3 wars, on three fronts (Iraq, Afghanistan and World Wide War on Terror) in my book, would certainly merit "extraordinary Occasions".........

Appears so, but by holding Pro Forma Session(s), Reid is technically, and legally demonstrating that there is no agreement.............for the purpose of Pro Forma Session is to perform an “end around” disagreements concerning recesses/adjournments...........
