Reid to Keep Senate in Session to Prevent Recess Appointments
Roll Call ^ | 16 Nov 07 | Erin P. Billings

Senate Majority Leader Harry Reid (D-Nev.) has decided to keep the chamber in session over the Thanksgiving break to block President Bush from making any unsavory recess appointments while Senators are out of town.

Hell, If I were Bush I’d try a recess appointment as soon as Reid’s feet hit the ground or better yet while his plane just took off just to make him hurry back and then I’d do it all over again...

Agreed. I'd appoint every single open position. Then, I'd clear all the libs from the bureaucracy and replace them too.

Then whoever’s left there gets to make all the votes based on “members present” and ram through their agenda on 26 votes, or fewer if there’s nobody there to demand a roll call vote or a quorum call.

There is a rule that one chamber of Congress cannot be in session longer than the other for more than a few days. Will be interesting to see if Pelosi backs his play.

NM read that he’s doing pro-forma just long enough to get around that rule.

I’m going to turn on C-SPAN 2 to see how many Senators are present. If there are none or they decide to “recess,” Bush should immediately make a recess appointment. Make the D’s bring him to court.

Wouldn’t that poor woman clerk who calls the roll be required to be on duty all the time.....no holiday for HER and her family?

She doesn't matter. These are demorats--they don't give a squat about such "little' people.

I still wonder ... will they actually get any work done?

They haven't in more than a year. Why would they change now?

Doesn’t he need a quorum to keep the senate in session?

Senate Majority Leader Harry Reid (D-Nev.)

The only way to win is to WIN BIG at the ballot.

.
The only way Reid could be employed is to WIN at the ballot, he wouldn’t get a job otherwise, he’s not even a mediocre politician.

Bush should just let Reid know that, if Reid does this, Bush is prepared to call a special session of Congress to keep them in session all the way through January 2009.

Quorum and vote
The Constitution specifies that a majority of members constitutes a quorum to do business in each house. The rules of each house provide that a quorum is assumed to be present unless a quorum call demonstrates the contrary. Representatives and senators rarely force the presence of a quorum by demanding quorum calls; thus, in most cases, debates continue even if a majority is not present.
