The non-binding resolution would require the president to call the killing of an estimated 1.5 million Armenians between the years 1915 and 1923 genocide. No it doesn't work that way, a non-binding resolution in either house only has the effect of "an opinion of the house" not of law. It requires the President to do exactly nothing, nada, zip ... It actually means nothing, but the Turks are hyper sensitive to this, some would say even irrationally so.
