“In my area they told me they could not pass the test...and some tried 3 times!”
Which test is that?

The ASVAB. Currently, Army applicants only need to cut a 31 vaiverable to 26. Navy is 35, Marines is 32, and Air Force is 36.
Let's put it this way--26 is considered "Cat IV", or what we used to refer to as "rocks with lips".
And considering I used to be a Nuclear Power program recruiter (and operator) I wouldn't even SERIOUSLY look at you unless you scored 80+ with qualifying line scores. Yes, one could "theoretically" qualify with something as low as 63-65, most of my successful candidates scored in the mid-80's or above. (I was a 99 QT, 73 NFQT.)
Practice tests are on the web. Try one and see how you do.
