FBI Seeks Identity of Two Men Seen Aboard Washington State Ferries

The FBI released photographs of two men Monday who have been seen on Washington state ferries "exhibiting unusual behavior" and asked the public for help identifying them.
The agency's Seattle field office, along with the Washington Joint Analytical Center, was still seeking the men's identities and whereabouts Wednesday as ferry service was temporarily shutdown when a suspicious package was found in a ferry bathroom and taken away by authorities.
"We had various independent reports from passengers and ferry employees that these two guys were engaging in what they described as unusual activities on the ferries," Special Agent Robbie Burroughs, a spokeswoman for the FBI in Washington state, told FOXNews.com.

And if they were innocent would they not have come forward to clear their names?
What could the Coast Guard do if there was trouble in rough water, at 30 knots, in a dense fog or strong wind and rain? Which is likely when the Jihadists would choose to strike. Ask the WA State ferry system if there are enough life boats for 600+ people, you will be shocked.
Or, being in Seattle, possibly software engineers.
If the FBI is interested, they're more likely Jihadist executives, not worker bees.
I will strongly suggest they are from Canada or Portland, OR and no one in WA knows them.
I have often been on the Bridgeport to Port Jefferson and New London to Orient Point Ferries and have worried about terrorism.

Judging from the size of the gun mounted on the front of their boat I think they're there to protect from other boats attacking the ferry, like the one that got the USS Cole.

They could use a small boat loaded with explosives to try and take out a ferry, and the Coast Guard boat could definately take out such a boat, or even a small plane I suspect.
