US Steps Up Security Following Attack in Britain

Homeland Security Secretary Michael Chertoff made appearances on several television talk shows.

He told ABC's This Week program there is no indication of a linkage between the events in Britain and any specific attacks on the United States. "We do not have, at this point, specific, credible intelligence that there is an attack, a particular attack, focused on this country," he said.

But at the same time, speaking on CNN's Late Edition program, Chertoff said U.S. authorities are concerned about the threat of terrorism, especially in the coming months. "We have had a number of al-Qaida leaders quite publicly talking about how they want to carry out their threats against the West. So, given that and given the history that we have had over past summers, with attacks in Britain, I think we were clearly focused on this as a possibility," he said. Full story...

Coalition Forces Kill Scores of Taliban Fighters, Detain Five

WASHINGTON, July 6, 2007 – Afghan and coalition forces killed scores of Taliban insurgents and detained five others in Afghanistan over the past two days, military officials said.
During an operation today in the Andar district of Ghazni province, coalition forces detained five militants. Credible intelligence led the forces to two compounds where militant activity was allegedly occurring, military officials said. Troops found AK-47 assault rifles, combat vests and grenades while searching the compounds. They confiscated these items and destroyed the weapons a safe distance away.

“Coalition forces will continue to root out militants whose activities threaten the peace and stability of the Islamic Republic of Afghanistan,” said Army Maj. Chris Belcher, a Combined Joint Task Force 82 spokesman.

The detainees are being held for questioning, officials said. No civilians were injured in the operation.

Afghan national security forces and coalition advisors killed a significant number of insurgents during an overnight battle that began after Taliban fighters attempted to ambush a vehicle checkpoint near Cahar Cineh, in Uruzgan province.

Taliban forces attacked two Afghan National Police vehicles with small arms, machine guns and rocket-propelled grenades. Combined forces retaliated from a nearby firebase, repelling the enemy with small arms, artillery and close-air support in the sparsely populated area of southern Afghanistan, military officials said.

No Afghan or coalition forces were wounded in the engagement. There are no indications that civilian casualties resulted from the fighting, U.S. officials said.

Coalition Troops Kill Three Terrorists, Detain Eight

BAGHDAD, July 6, 2007 – Coalition forces killed three terrorists and detained eight suspects during operations targeting al Qaeda operatives in Iraq’s Anbar province today.
During a raid west of Fallujah, coalition forces captured a suspected al Qaeda battalion commander responsible for planning logistics and overseeing terrorist attacks by cells within his group, military officials said. He also allegedly has reached out to media outlets, requesting they broadcast jihadist propaganda that includes videos of insurgent attacks on coalition forces.

After coalition forces entered the targeted building, they encountered a man with an AK-47 assault rifle and two men armed with pistols who began firing on the ground force. Coalition forces acting in self-defense engaged the three armed terrorists, killing them. Troops detained two other suspects during the raid.

Northeast of Ramadi, coalition forces targeted a suspected terrorist who allegedly helps foreign fighters move into Iraq to participate in terrorist attacks. The ground forces detained six suspects during the operation.

“All levels of al Qaeda in Iraq are in danger as we continue to target them,” said Army Lt. Col. Christopher Garver, a Multinational Force Iraq spokesman. “More and more, the people of Iraq — regardless of politics or religion — are rejecting al Qaeda’s brutal values.”

Text of Declaration on Nuclear Energy and Nonproliferation Joint Actions

We are determined to play an active role in making the advantages of the peaceful use of nuclear energy available to a wide range of interested States, in particular developing countries, provided the common goal of prevention of proliferation of nuclear weapons is achieved. To this end, we intend, together with others, to initiate a new format for enhanced cooperation.

Bearing this in mind, we acknowledge with satisfaction the initialing of the bilateral Agreement between the Government of the Russian Federation and the Government of the United States of America for cooperation in the field of peaceful use of nuclear energy. We share the view that this Agreement will provide an essential basis for the expansion of Russian-U.S. cooperation in the field of peaceful use of nuclear energy and expect this document to be signed and brought into force in accordance with existing legal requirements.

We share a common vision of growth in the use of nuclear energy, including in developing countries, to increase the supply of electricity, promote economic growth and development, and reduce reliance on fossil fuels, resulting in decreased pollution and greenhouse gasses.

This expansion of nuclear energy should be conducted in a way that strengthens the nuclear nonproliferation regime. We strongly support the Treaty on the Non-Proliferation of Nuclear Weapons, and are committed to its further strengthening. We support universal adherence to the IAEA Additional Protocol, and call on those who have not yet done so to sign and ratify it. We support the activities of the IAEA with respect to both safeguards and promotion of peaceful nuclear energy, and fully understand the need for growth of its capabilities, including its financial resources, commensurate with the expanded use of nuclear energy worldwide.

We are prepared to support expansion of nuclear energy in the following ways, consistent with national law and international legal frameworks. These efforts build on, reinforce, and complement a range of existing activities, including the work at the IAEA for reliable access to nuclear fuel, the initiative of the Russian Federation on developing Global Nuclear Infrastructure, including the nuclear fuel center in the Russian Federation, the initiative of the United States to establish the Global Nuclear Energy Partnership, the IAEA International Project on Innovative Nuclear Rectors and Fuel Cycles, and the Generation IV International Forum.

Facilitating the supply of a range of modern, safe, and more proliferation resistant nuclear power reactors and research reactors appropriate to meet the varying energy needs of developing and developed countries.
Arranging for participation in national and multinational programs to develop requirements for nuclear reactors for participating countries.
Facilitating and supporting financing to aid construction of nuclear power plants through public and private national and multinational mechanisms, including international financial institutions.
Providing assistance to states to develop the necessary infrastructure to support nuclear energy, including development of appropriate regulatory frameworks, safety and security programs to assist states in meeting international standards, and training of personnel.
Developing solutions to deal with the management of spent fuel and radioactive waste, including options for leasing of fuel, storage of spent fuel, and over time development of technology for recycling spent fuel.
Ensuring that the IAEA has the resources it needs to meet its safeguards responsibilities as nuclear power expands worldwide.
Supporting expanded IAEA Technical Cooperation to help states build the necessary infrastructure for safe, secure, and reliable operations of nuclear power plants.
Assisting development and expansion of regional electricity grids, to permit states without nuclear reactors to share in the benefits of nuclear power.
Providing nuclear fuel services, including taking steps to ensure that the commercial nuclear fuel market remains stable and that states are assured of reliable access to nuclear fuel and fuel services for the lifetime of reactors, including through establishment of international nuclear fuel cycle centers, to provide nuclear fuel cycle services, including uranium enrichment, under IAEA safeguards.
Supporting negotiation of long-term contracts for power reactors and research reactors, including assured supply of fuel and arrangements for management of spent fuel.
We are prepared to enter into discussions jointly and bilaterally to develop mutually beneficial approaches with states considering nuclear energy or considering expansion of existing nuclear energy programs in conformity with their rights and obligations under the NPT. The development of economical and reliable access to nuclear energy is designed to permit states to gain the benefits of nuclear energy and to create a viable alternative to the acquisition of sensitive fuel cycle technologies.

By the authority vested in me as President by the Constitution and the laws of the United States, including section 301 of title 3, United States Code, and section 204(b) of the National Science and Technology Policy, Organization, and Priorities Act of 1976, as amended (42 U.S.C. 6613(b)), the functions of the President under section 127 of the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (Public Law 107-188) (42 U.S.C. 247d-6b note) are assigned as follows:

(1) the function of making a determination under subsection 127(f) of Public Law 107-188 is assigned to the Director of the Office of Science and Technology Policy; and

(2) the functions of the President under section 127 of Public Law 107-188 other than that assigned under subsection 127(f) are assigned to the Chairman of the Nuclear Regulatory Commission.

In the performance of such functions the Chairman and the Director should consult each other and the Secretaries of Health and Human Services, Energy, and Homeland Security, as appropriate.

The Director is authorized and directed to publish this memorandum in the Federal Register.

Authorities are still probing why a gunman walked into New York New York casino after midnight Friday, randomly opening fire on gamblers and injuring four people.

The chilling outburst sent patrons and workers scattering for cover inside of the packed casino, witnesses told FOX5 News, but security personnel and patrons quickly and courageously sprung into action, tackling the man and subduing him. Police said the brave bystanders included three off-duty out-of-town police officers and two military personnel.

Las Vegas police rushed to the scene soon after the 12:45 a.m. incident and immediately took the man into custody. Investigators have identified the suspect as 51-year-old Steven Zegrean of Las Vegas, a Hungarian immigrant and former house painter. Zegrean’s family members said he has been making threats toward them in recent weeks. Police said Zegrean was emotionally distraught and that the shooting has nothing to do with terrorism.

Zegrean faces felony charges including four counts of attempted murder, four counts of battery, burglary, conspiracy to commit murder and 16 counts of discharging a firearm into an occupied structure.

Witnesses told FOX5 News they saw a man walking prior to the shooting and he was silent and did not exhibit any unusual behavior. Then, without warning, the man unleashed a hail of gunfire. Chaos briefly ensued, with people running through the casino and hiding behind machines and tables.

“It absolutely did appear to be random,” said Marc Joseph, a deputy chief for the Metropolitan Police Department. “(There) did not appear to be any single target.”

Jade Jacobson, a Floridian in town on vacation, said the gunfire prompted pandemonium. Jacobson’s cousin was wounded in the leg, but has been treated at the hospital and released. A 13-year-old from Van Nuys, Calif., who was wounded in the ankle, said he thinks he heard 10 or more shots.

Police said Zegrean possessed a handgun and fired 16 shots from a balcony overlooking the casino floor. Four people were shot, one of them grazed by a bullet. Another woman suffered bruises after being trampled by fleeing crowds, police said. None of their injuries appear to be life-threatening, police said.

Despite the disturbing act, the casino and hotel were not evacuated and officials did their best to resume with business as usual. There were some obvious exceptions, however: Officials closed off a small portion of the casino where police conducted their follow-up investigation. Authorities also closed down the bridge that connects MGM Grand casino and hotel with New York New York, though that walkway has since been re-opened to the public.

ARTICLE SNIPEPT: “The man arrested, Nassar David Ghelichkani, 44, was detained because his supervised release from jail was withdrawn, U.S. Immigration and Customs Enforcement spokeswoman Barbara Gonzalez said.

An immigration judge ordered him to be deported but Iran refused to grant him traveling documents. So Ghelichkani remained in the United States until federal authorities were required to release him in 2004 and supervise his movements, Gonzalez said. A U.S. Supreme Court decision in 2001 requires ICE to release detainees after 180 days if deportation efforts are unsuccessful.”

WASHINGTON (AP) - Evidence that doctors are at the heart of a British terrorist plot has foreign-born physicians in the U.S. on edge and wondering whether already stringent immigration security will get even tougher.

Six physicians are among eight suspects in the failed terror attacks, including one from Iraq, one from Jordan, two from India and a man identified by hospital staff as being from Lebanon.

``We’re hoping and praying these physicians are cleared and that they’ve done no harm,’’ said Dr. Subramaniam Balasubramaniam, past president of the American Association of Physicians of Indian Origin.

The attacks led British Prime Minister Gordon Brown to order a review of Britain’s medical recruiting policies, which for years had been crafted to help fill a doctor shortage.

Officials have not called for such a review in the U.S., where foreign doctors face not only difficult licensing requirements but lengthy background checks and security interviews.

Still, doctors and immigration lawyers are bracing for possible fallout.

``This is going to complicate matters,’’ said Balasubramaniam. ``I’m sure Homeland Security will have a microscopic examination of physicians coming from abroad. I expect them to do that.’’

Medical practitioners normally are licensed at the state level. The federal government does not track how many foreign-born doctors are in the U.S. at any given time, but George Washington University researcher Fitzhugh Mullan estimates there are more than 130,000 currently practicing in the U.S.

India has the most, with more than 40,000 doctors, followed by the Philippines with nearly 18,000 and Pakistan with nearly 10,000, according to Mullan’s research.

``Everyone was outraged by it,’’ said Dr. Issam Daya, a Syrian-born obstetrician practicing in Maryland and a member of the National Arab American Medical Association.

Daya said it proves that ``extremists do not distinguish between professionals and nonprofessionals.’’ He noted that Al-Qaida’s No. 2 leader, Ayman al-Zawahri, is a trained physician.”

CINCINNATI: A U.S. appeals court on Friday ordered the dismissal of a lawsuit challenging President George W. Bush’s domestic spying program, saying the plaintiffs had no standing to sue.

The 2-1 ruling by the 6th U.S. Circuit Court of Appeals panel was not on the legality of the surveillance program, but it vacated a 2006 order by a lower court in Detroit. That court had found the post-911 warrantless surveillance aimed at uncovering terrorist activity to be unconstitutional, violating rights to privacy and free speech and the separation of powers.

The American Civil Liberties Union led the lawsuit on behalf of other groups including lawyers, journalists and scholars it says have been handicapped in doing their jobs by the government monitoring.

However, Judge Julia Smith Gibbons, one of the appeals court’s Republican appointees, said the plaintiffs failed to show they were subject to the surveillance and therefore do not have standing for their claims.
