I'm hardly in a mood to criticize the Brits at a moment like this, but I respectfully suggest that the term is overly broad and perhaps even carries colonialist and racialist tones. "Suspected Mulim extremists" sounds like a better journalistic term to me.

just speculating, but it could be because of biological reasons - either for him (MRSA - because he’d be dead in days and no way to gather intelligence), or because of him (smallpox or the like, the “asians” aren’t too up to date on immunizations)
