Tancredo to Announce Presidential Bid

WASHINGTON (AP) - Colorado Republican Rep. Tom Tancredo, an outspoken opponent of illegal immigration, will announce his bid for president on Monday.

Tancredo will kick off campaign with an announcement in Iowa, where political caucuses start whose the presidential nominating season, an official close to the congressman said.

Tancredo has flirted with a presidential bid for more than a year and began raising money for the effort in January. After taking in more than $1 million in two months, he has decided to make his run official, said the official, who asked not to be named ahead of Tancredo's official announcement.

Tancredo's office on Friday morning said that he will make a "major announcement" Monday on a Des Moines, Iowa, radio station.

Tancredo spokesman Carlos Espinosa would say only that Tancredo will announce his intentions and that his decision whether to run for president won't affect whether he will run again for his House seat.

Tancredo, a five-term House member who represents the Denver suburbs, is a leading supporter of securing the nation's Southern border with Mexico and cracking down on illegal immigration. He has used the issue to take on President Bush and Arizona Sen. John McCain, a leading contender for the GOP nomination.

Tancredo acknowledges that he is a long shot for president, but he has made no secret that he hopes to rattle McCain's campaign in Iowa by appealing to conservatives on immigration, abortion and other issues.

McCain last year co-sponsored a bill creating a path to citizenship for the estimated 11 million illegal immigrants in the country now, though he has played a smaller role in the issue this year.

Would are you afraid to say whether you would have voted for or against passage of H.R.4437 in December 2005 when the bill was presented for a vote in the United States House of Representatives if you had been a member of House?

Wy are you afraid to say whether you have voted for or against passage of S.2611 in 2006 when the bill was presented for a voted in the United States States Senate if you had been a member of the Senate?

Why are you afraid to say what member of the Senate or House best represents your views on immigration?

I answered your question and listed eleven separate immigration bills that I support.

One of the bills that I support is H.R.1355 and its Senate companion S.850. The House bill is sponsored by Rep. Myrick and has eleven cosponsors. The Senate bill is sponsored by Sen. Burr and cosponsored by Sen. Dole. S.850 has been read twice and referred to the Judiciary Committee.

Mr. BURR (for himself and Mrs. DOLE) introduced the following bill; which was read twice and referred to the Committee on the Judiciary


A BILL
To improve sharing of immigration information among Federal, State, and local law enforcement officials, to improve State and local enforcement of immigration laws, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

(a) Short Title- This Act may be cited as the `Scott Gardner Act’.

(b) Table of Contents- The table of contents for this Act is as follows:

Sec. 1. Short title; table of contents.

Sec. 2. Definitions.

Sec. 3. Improved Federal sharing of immigration information.

Sec. 4. State and local reporting of immigration information.

Sec. 5. DWI and immigration information in the National Criminal Information Center.

Sec. 6. State and local enforcement of Federal immigration laws.

Sec. 7. Detention and deportation of aliens for driving while intoxicated.

Sec. 8. Federal detention facilities.

SEC. 2. DEFINITIONS.

In this Act:

(1) DWI- The term `DWI’ means driving while intoxicated and any similar motor vehicle violation.

(2) FEDERAL IMMIGRATION DATABASE- The term `Federal immigration database’ means—

(A) the database of the LESC insofar as it relates to immigration information;

(B) the database of the NCIC insofar as it relates to immigration information; and

(C) any other database containing immigration information identified by the Secretary of Homeland Security.

(3) IMMIGRATION INFORMATION- The term `immigration information’ means information specified by the Secretary, in consultation with the Attorney General, relating to immigration, including illegal immigration.

(4) LESC- The term `LESC’ means the Law Enforcement Support Center.

(5) NCIC- The term `NCIC’ means the National Crime Information Center of the Federal Bureau of Investigation.

(6) SECRETARY- The term `Secretary’ means the Secretary of Homeland Security.

SEC. 3. IMPROVED FEDERAL SHARING OF IMMIGRATION INFORMATION.

(a) In General- The Secretary shall share immigration information with the Attorney General.

(b) Improved Operation of Federal Immigration Databases-

(1) REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary and the Attorney General shall jointly submit to Congress a report on methods for improving performance of Federal immigration databases to ensure the prompt entry of immigration information into such databases.

(2) COMPATIBILITY- The report submitted under paragraph (1) shall contain proposals to improve the compatibility among Federal immigration databases in order to—

(A) improve data entry, including eliminating data entry backlogs;

(B) improve the means by which immigration information is exchanged; and

(C) increase accessibility of information to Federal, State, and local law enforcement agencies.

(3) PROGRESS- The report submitted under paragraph (1) shall describe—

(A) the progress made in eliminating data entry backlogs in such databases; and

(B) any additional resources required to eliminate such backlogs.

SEC. 4. STATE AND LOCAL REPORTING OF IMMIGRATION INFORMATION.

(a) Requirement-

(1) IN GENERAL- Subject to subsection (c), the director of each State and local law enforcement agency receiving Federal financial assistance under section 241(i) of the Immigration and Nationality Act (8 U.S.C. 1231(i)) shall, as a condition of such assistance, submit a report to the Secretary, in such form, in such manner, and containing such immigration and DWI information collected in the course of the director’s normal duties as the Secretary requires for entry into Federal immigration databases.

(2) REPORT ON RESOURCES- Not later than 90 days after the date of the enactment of this Act, the Secretary and the Attorney General shall jointly submit to Congress a report on additional resources required by State and local law enforcement agencies to comply with the requirement under paragraph (1).

(b) Promotion of Law Enforcement Support Center- The Secretary shall promote the use of the LESC by State and local law enforcement agencies.

(c) Exemption From State and Local Reporting Requirement- State and local law enforcement agencies are not required to collect or report immigration information relating to any individual who assists law enforcement agencies in the performance of the duties of such agencies, including assistance as an informant, a witness, or in a similar capacity.

SEC. 5. DWI AND IMMIGRATION INFORMATION IN THE NATIONAL CRIMINAL INFORMATION CENTER.

(a) Inclusion- DWI and immigration information in the NCIC—

(1) shall appear as a flag in the Wanted Person File of the NCIC database; and

(2) shall be timely and readily available to State and local law enforcement officers while they are in the course of their normal duties.

(b) Mandatory Detention- A State or local law enforcement officer who finds a flag for a DWI and immigration violation of an alien in the Wanted Person File of the NCIC and who arrests the alien shall detain the alien in a State or local jail until the alien can be transferred to Federal custody.

SEC. 6. STATE AND LOCAL ENFORCEMENT OF FEDERAL IMMIGRATION LAWS.

(a) In General- Section 287(g) of the Immigration and Nationality Act (8 U.S.C. 1357(g)) is amended—

(1) in paragraph (1), by striking `may enter’ and inserting `shall enter’;

(2) in paragraph (2), by adding at the end the following: `If such training is provided by a State or political subdivision of a State to an officer or employee of such State or political subdivision of a State, the cost of such training (including applicable overtime costs) shall be reimbursed by the Secretary of Homeland Security.’;

(3) by striking paragraph (9); and

(4) by redesignating paragraph (10) as paragraph (9).

(b) Rulemaking- Not later than 1 year after the date of the enactment of this Act, the Secretary shall issue regulations to carry out the amendments made by subsection (a).

(c) Effective Dates-

(1) REQUIREMENT FOR AGREEMENT- Except as provided under paragraph (2), the amendments made by subsection (a) shall take effect on the earlier of—

(A) the date on which regulations are issued under paragraph (1); and

(B) the date that is 1 year after the date of the enactment of this Act.

(2) PAYMENT FOR TRAINING COSTS- The amendment made by subsection (a)(2) shall take effect on the first day of the first fiscal year beginning after the date of the enactment of this Act.

SEC. 7. DETENTION AND DEPORTATION OF ALIENS FOR DRIVING WHILE INTOXICATED.

(a) In General- Section 236 of the Immigration and Nationality Act (8 U.S.C. 1226) is amended—

(1) in subsection (c)(1)—

(A) in subparagraph (C), by striking `, or’ at the end;

(B) in subparagraph (D), by striking the comma at the end and inserting `; or’; and

(C) by inserting after subparagraph (D) the following:

`(E) is deportable on any grounds and is apprehended for driving while intoxicated, driving under the influence, or similar violation of State law (as determined by the Secretary of Homeland Security) by a State or local law enforcement officer covered under an agreement under section 287(g),’;

(2) by redesignating subsection (e) as subsection (f); and

(3) by inserting after subsection (d) the following:

`(e) Driving While Intoxicated- If a State or local law enforcement officer apprehends an individual for an offense described in subsection (c)(1)(E) and the officer has reasonable grounds to believe that the individual is an alien—

`(1) the officer shall use the databases of the Federal Government, including the National Criminal Information Center and the Law Enforcement Support Center, to determine if the individual—

`(A) is an alien; and

`(B) is unlawfully present in the United States; and

`(2) if any database under paragraph (1) indicates that the individual is an alien unlawfully present in the United States—

`(A) an officer covered under an agreement under section 287(g) may issue a Federal detainer to maintain the alien in custody in accordance with such agreement until the alien is convicted for such offense or the alien is transferred to Federal custody;

`(B) the officer may transport the alien to a location where the alien can be transferred to Federal custody and removed from the United States in accordance with applicable law; and

`(C) the Secretary of Homeland Security shall reimburse the State and local law enforcement agencies involved for the costs of transporting aliens when such transportation is not done in the course of their normal duties; or

`(3) if any database under paragraph (1) indicates that the individual is an alien that is not unlawfully present in the United States, the officer shall—

`(A) take the alien into custody for such offense in accordance with State law;

`(B) promptly notify the Secretary of Homeland Security of such apprehension; and

`(C) maintain the alien in custody pending a determination by the Secretary with respect to any action to be taken by the Secretary against such alien.’.

(b) Deportation for Driving While Intoxicated-

(1) IN GENERAL- Section 237(a)(2) of the Immigration and Nationality Act (8 U.S.C. 1227(a)(2)) is amended by adding at the end the following:

`(F) DRIVING WHILE INTOXICATED- Any alien who is convicted of driving while intoxicated, driving under the influence, or a similar violation of State law (as determined by the Secretary of Homeland Security), or who refuses, in violation of State law, to submit to a Breathalyzer test or other test for the purpose of determining blood alcohol content is deportable and shall be deported.’.

(2) EFFECTIVE DATE- The amendment made by paragraph (1) shall apply to violations or refusals occurring after the date of enactment of this Act.

(c) Sharing of Information by Motor Vehicle Administrators Regarding DWI Convictions and Refusals- Each State motor vehicle administrator shall—

(1) share information with the Secretary relating to any alien who has a conviction or refusal described in section 237(a)(2)(F) of the Immigration and Nationality Act (8 U.S.C. 1227(a)(2)(F));

(2) share such information with other State motor vehicle administrators through the Drivers License Agreement of the American Association of Motor Vehicle Administrators; and

(3) provide such information to the NCIC at such time and in such form as the Secretary may require.

SEC. 8. FEDERAL DETENTION FACILITIES.

(a) Report on Current Allocation Formula; Recommendations for Stop-Gap Measures- Not later than 90 days after the date of the enactment of this Act, the Secretary shall submit a report to Congress that describes the formula for allocation of Federal detention facilities for aliens under section 241(g) of the Immigration and Nationality Act (8 U.S.C. 1231(g)). The report shall include proposals for the temporary expansion of State and local jails to detain increased numbers of illegal aliens pending construction or expansion of Federal detention facilities.

(b) New Construction in High Concentration Areas- In accordance with such section 241(g), the Secretary shall ensure that, to the greatest extent practicable, construction of new detention facilities is undertaken in or near areas in which the Secretary has determined that there is a high concentration of illegal aliens.

(c) Authorization of Appropriations- There are authorized to be appropriated such sums as may be necessary to carry out this section.

It is interesting that you demand that I list the immigraation bill that I support and are afaid to list any immigration bills that you support.

You asked what immigration bill Rep. Tancredo supported. I listed one for you. What immigration bill does Tommy Thompson support?

Interesting, you have now attacked Sen. Sessions by claiming that he doesn’t like Mexicans and blacks. You don’t mind attacking Sen. Sessions, yet you are afraid to say what member of the House or Senate best represents your views on immigation.

Jan Mickelson hosted Tom Tancredo this morning on WHO Des Moines.

Tancredo said he was running because no candidate was saying what needed to be said about immigration.

Tancredo is a virtuoso on his one issue and has no chance to be president.

He would be perfect as Homeland Security Director--FBI Director Mueller has publicly remarked at the thousands of OTMs from countries of interest apprehended in illegal crossing attempts.

We don't need more al Qaeda and Islamic Brotherhood sleeper cells.

Tancredo blasted Gonzales for sending Justice officials to Mexico to retrieve and immunize Aldrete-Davila.

I'd like to see a HS Secretary Tancredo on a dropped leash--there would be bureaucratic butt blood all over the Beltway.

I hope the Republican president takes advantage of Tancredo's developed facility with the history and technicalities of the issue. Our national security requires such expertise.

While Tancredp may stand no practical chance of being elected president, the exact same thing could have been said about Rudy Giuliani on September Tenth, 2001. And a lot can happen in 581 days

It also needs to be remembered that after the Social Democratic Party of Finland gained an absolute majority in the Parliament of Finland after the general elections of 1916, resulted in the pendulum swinging back in the elections of October 1917, appointed a purely conservative cabinet. The *Sore Loserman* response of the SDs was to create a Workers' Revolutionary Council which voted by a narrow majority to seize power on 16 November at 5 a.m. The supreme revolutionary “Executive Committee”, however, was unable to recruit enough members to carry out the plan and had to call the proposed revolution off at 7 p.m. the same day. The incident, "the shortest revolution", effectively split the Social Democrats in two, a majority supporting parliamentary means and a minority demanding revolution, not very dissimilar to the divisions that America's Democratic-Socialist party now is exhibiting. The repercussions of the event had a lasting effect on the future of the movement, with several powerful leaders staking positions within the party- which again, doesn't sound so far removed from today's jockeying for the Democratic nomination for 2008.

During the strike associated with the election of 16 November 1917, however, radical elements of the Workers' Security Guards executed several political opponents in the main cities of southern Finland, and the first armed clashes between Protection Guards and Workers' Guards broke out, with thirty-four reported casualties.

The final escalation towards war began in early January 1918. The most radical Workers' Security Guards from Helsinki, Kotka and Turku changed their names to Red Guards and convinced those leaders of the Social Democrats who wavered between peace and war to support revolution. The Workers' Guards were officially renamed the Red Guards at the end of the same month, under the command of Ali Aaltonen, a former Russian army officer, who had been appointed in December. At the same time, the Svinhufvud Senate and the Parliament decided on 12 January 1918 to create a strong police authority, an initiative which the Workers' Security Guards saw as a step towards legalizing the White Guards. When the Senate renamed the White Guards the Finnish White Army, the Red Guards refused to recognise the title. On 15 January, Carl Gustaf Emil Mannerheim, like Aaltonen a former officer in the Russian army, was appointed supreme commander of the White Guards. He located his headquarters in Vaasa, while Aaltonen located his in Helsinki.

The first serious battles were fought during 17–20 January in Karelia, in the south-eastern corner of Finland, mainly for control of the town of Viipuri and to win the race for weapons. The White Order to engage was issued on 25 January; the Red Order of Revolution was issued on 26 January. The next day, the White Guards attacked trains carrying a large shipment of weapons from Russia, as promised to the Reds by Lenin. Official hostilities began in the late evening of 27 January, followed by disarmament of Russian garrisons in Ostrobothnia during the early hours of 28 January. A symbolic date for the start of the war could be 26 January, when a group of Reds climbed the tower of Helsinki Workers' Hall and lit a red lantern to mark the start of the second major rebellion in the history of Finland.

And the Finnish Civil War was on, with the Red forces numbering 100,000 to 140,000 during the course of the war, whereas the Whites mustered at most about 70,000. Both sides included foreign volunteers, some foreign troops and others as individuals. The fighting continued until 14–15 May, when a small number of Russian troops retreated from a coastal artillery base on the Karelian Isthmus. Finland celebrates its victory in Helsinki on 16 May 1918.

Almost 37,000 people perished in the four months of fighting, 5,900 of whom (16% of the total) were between 14 and 20 years old. A notable feature of the war was that only about 10,000 of these casualties occurred on the battlefields; most of the deaths resulted from the terror campaigns and from the appalling conditions in the prison camps. The deaths amounted to about 1 percent of the total population of Finland. By comparison, the bloodiest war in the history of the United States, the Civil War, cost the lives of about 2 percent of the population, but that loss was spread out over four years.

As the American electorate seems content to elect the treason party now, imagine how gleeful it will be to do so following the next activation of sleeper cells to commit the next act of terrorism in CONUS.

And that will be when they climb the tower light their red lantern. And that will be when it will begin. One percent of some 300 million would work out to around three million or so.

You may think S850 is a good bill but it is not.

Clearly it is the feds responsibility. Compare Orange County's ineffectiveness with their 25 officers to Costa Mesa's effectiveness with the one single ICE agent.

Based on numbers of ICE agents that Sheriffs BACA and Lee said they needed, the feds could probably do avery effective job if thay would furnish a few thousand ICE agents to the border states and other major cities.

Of course you know that Ben is the man that freepers love to hate. Consequently my name has been researched to death in hopes of finding something significant. It probably does have some geographic significance. Because Prez Bush and I were seperated only by a few years and a 100 miles, the attitudes towards Mexicans and illegals that we learned in our youth are probably not much different.

OTOH, speaking as man of moderation, I find your name to be very revealing.

We may be underestimating the anger that’s been building amongst ordinary and patriotic Americans. As a people, we don’t go looking for a fight and we’re slow to anger. But when something happens that threatens our very existence as a nation or arouses our ire and disgust - as a widespread series of Beslan-style incidents would surely do - I wouldn’t give two cents to be a liberal or a muslim in this country. Their time will be up. For my part, I will do all that I can to make it so. I won’t be alone.
