My guess, given the party leadership now in Congress, and Bush's promise to sign a bill, there will be one, so I doubt Rudy will have much involvement, nor do I see any potential legislation other than various local ordinances that will involve a President Rudy in this area. I can certainly see judicial involvement on a federal level though. My guess, and it is only that, most of the other candidates will, if questioned, admit to some limitations.
If Bush signs an AWB, I will burn my voter I.D. and get a new one that doesn't say republican on it. We were told that he only made the promise knowing that the bill would never leave congress. He has no reason to sign it now, unless he really believes in it.
