Actually this scene has played out thousands of times in Iraq, and not just in the past few weeks. The world is getting next to no news as how well some of the Iraqi units American trained have performed over the past year.
My nephew a Marine Corporal in G2 had to deal with some of these guys during his last tour in the pit in al Anbar. And he actually had high praise for the few Iraqi officers he worked with. More and more of their army and some police units have worked closely with our soldiers and Marines, and now know how to conduct themselves and what to expect of their soldiers.
These Iraqi are not some rag tag team. They will eventually kill of the insurgency and the government will eventually gain total control over the nation. The militias shall be a thing of the past in due time. Sure some portions of them may actually be integrated into the police and army but under totally different conditions and leadership.
Now. Once more. Sadr City, even moreso then Najaf and some other strongholds for the Madhi army must be cordoned off, no one leaves, no one enters. Only medical supplies when required enters under strict guidelines, and those that need hospital care exported under close watch.
Six or more months of this and it will show the Shia the gig is up.
Meanwhile those pockets in al Ramadi and other al Anbar towns must be taken out, completely.
Perhaps, and I usually stay away from this... the Syrians should once again be informed that if they do not totally shut down their side of the border at all checkpoints/roadbeds, we shall start to shell the shit out of their border troops as a little reminder.
As for the Iranian side. Obviously much must be done.

The strategy is similar to the one Bill Bratton and Rudy Giuliani used to take back NY City - Clear and Hold. If the roaches scatter underground, the clear is accomplished by default. The Hold will be the tricky part.

In as much as this has depended so much on establishing relationships, I think the one policy that has slowed progress is that of troop rotations which has meant that we have had to keep starting over forging relationships.
