Two and a half years ago I predicted George W Bush's victory in the 2004 elections as well as the subsequent ruin of his political fortune. "Many will be the night during his second term," I wrote in August 2004, "that Bush will wish he were still in Texas, and still drunk." [1]
Here is a follow-on forecast: brother Jeb, about to step down as governor of the state of Florida, will be elected president of the United States in 2008, thanks in large measure to the rebound ofthe current president's standing. In fact, I have no idea whether this will occur. But I raise the prospect to show why it could occur.

Bush isn't perfect. We're not going to find that on this earth, but by golly, he's been a pretty darned good president.
I live in Iowa and I was a Forbes supporter in the caucus but when it was over, I supported Bush and still do.
Bush is my choice for 2008. It may still happen.

You didn't mention "revolution" as one of the choices. It's kind of hard to debate a guy holding the revolution card. :).
Jeb may not be perfect, but the alternatives are mostly unacceptable.Before he let Al Gore clean his clock in the '96 VP debate, Jack Kemp was my hands-down favorite. Maybe a dozen years is enough, and we should give him another look. He's no longer a young man, but he does have the "vision thing."
Otherwise, IMHO, Jack Kemp and Jeb are the two best men never to be president.
I also thought Dan Quayle would have made an excellent president, too. And Jeb has about the same chance of success as Dan Quayle had at the time - nearly nil.
I also think that Jeb is well aware of his chances, and has already made the choice not to run.
This story is a red herring, but for what purpose?
My guess is, follow the money - the campaign money. The 2006 elections were about Bush, just like the 1994 elections were about Clinton. But in 2008, Bush isn't running. How to energize the Democratic base and heal the divisions already beginning to form within the party? Bush is their bogeyman, their Emmanuel Goldstein in Orwellian terms. If they can convince the public that Bush intends to run, they would gain millions in campaign cash and thousands of enthusiastic volunteers clamoring to defeat the Bush menace.
They can also recycle their most formidable campaign message: WE HATE BUSH. Lord knows they have little if anything else to offer.
There's a lot of anti-Bush sentiment still out there, and this is how a Democratic shill could exploit it. Not very original, but effective.
