Theresa Sanchez was expecting a $5,400 tax refund when she opened a letter from the IRS in January 2003. Instead, she got a bill demanding payment of taxes on $120,000 in undeclared wages. Someone using her name and Social Security number had earned the money through a series of jobs dating back to 1996 and had not paid any taxes on the income, the letter said.
Sanchez complained to the agency and to the Federal Trade Commission that her identity had been stolen, and was being used by someone to gain employment. Nonetheless, more than two years later, in April 2005, a woman walked into the Swift & Co. meatpacking plant in Greeley, Colo., and used Theresa Sanchez's name and Social Security number to get a job.
The womans employment ruse became public knowledge Tuesday when authorities raided Swift & Co. plants in six states and arrested approximately 1,300 illegal immigrants suspected of buying or stealing other peoples identities to secure U.S. jobs.
The suspect accused of illegally using Sanchezs identity is identified only as Jane Doe in an affidavit filed by authorities Tuesday in Weld County, Colo., district court.
Attempts to find the real Sanchez, who lives in Texas, were unsuccessful. Neither Immigrations and Customs Enforcement officials nor the Federal Trade Commission would provide additional details about her or her case.
But MSNBC.com was able to piece together part of her decade-long identity theft ordeal from details provided in the affidavit.
Sanchez told investigators that she suspects her ex-husband gave the information to an imposter about 10 years ago.

The litany of abuses is so long, so byzantine and so silly, that it would be impossible to construct such a mess unless it was by design, and not incompetence.
A local talk-radio host commenting on the matter suggested or asked if it might be time for a "national ID" to prevent such abuses. My thought is, if the government is unable or unwilling to tackle the matter given the amount of technology available, what makes anyone think a national ID is going to make one iota of a difference, other than to inconvenience law abiding citizens, and provide yet another layer of nonsense on an increasingly pissed off citizenry.
however, since the consumer/victim in this story was indeed receiving IRS statements for unreported income than the above scenario wouldn't hold. the presumption is that she read the annual SSA letter.

If the SSN had SS income, that amount would show up in the documentation for said SSN.
I believe the SS report is taken from your 1040. Thus, you would have no way of knowing.

Are you sure? I thought that the data goes to the IRS who then gives it to SSA after you file your 1040.

Nothing will be done about this until some US Senator's child gets a similar letter. On the other hand, the Senator will probably have the "problem" resolved for their child and that will be the end of it.
Maybe a class action lawsuit would change their minds.

I think I was the one who used the phrase "victimless crime".
I roughly estimated that 1/3 of invalid IDs are borrowed from friends and family with the full knowledge and encouragement of the owner. In those cases, it is a "victimless crime".
In another 1/3, the ID is that of a person long dead or a number not yet assigned to anyone, or a number assigned to a child or other person and in which the amount of money reported on the illegal worker was so small that it caused no problem. Those also are "victimless crimes".
Then there is about 1/3 where there is a victim, as in the case above. In most of these cases, the victim is of the same ethnic background as the illegal using the stolen ID.
There is a 4th group I did not mention yesterday. Democrat Congressman Rostenkowski arranged for his patronage to be hired by the Social Security Administration (His committee controlled the SS. In Chicago, only Rostys people knew the date and location of the civil service exam to obtain that employment.) That patronage army SOLD Social Security Cards (and voter registration cards and Drivers Licenses to illegals. During the 60s they mostly sold to east Europeans illegals.
Then my friend Oscar Lopez (not an immigrant, nor of immigrant ancestry) organized the illegal Mexicans, Guatamalens, etc to protest that Rosty was discriminating. Thus in the 70's and since, the Democrats have sold SSNs, etc without discrimination based on race or ethnicity. (It still helps to pass a few Jacksons ... and of course, the illegal must vote Democrat at every election; but that is not a burden as the precinct captain will do it for you and save you the trouble.)
So really, there are 4 situations, not 3, of invalid SSNs. But since the 4th type are SSNs issued by the Social Security Administration itself, they are not seen as a problem by law enforcement.
You are correct. I would bet if a person came in who the company suspected was an illegal, but the person had a SSN and drivers liscence, the company could be sued for NOT hiring them because of discrimination.
Just like teachers are forbidden to check the facts on any more then 2% of free lunch applications. 98% of those who apply can not be checked out.

Someone named Geraldo in VA has been using my SSN for 5 years,
Last year I got a $10,000 bill from the IRS when I should have received a refund.
I hired a tax lawyer and it turned out the IRS lost my 2004 tax forms and did my taxes for me. They did them as a single filer with no write offs etc..
I re-mailed my 2004 tax forms registered mail to the IRS in NY.
The lawyer got my records from the IRS and good old Geraldo shows up with his address and phone number but with my SSN.
His income was only $12,000 but it was added to my income for 2004.
I reported him to the local police, FBI, SSN admin, Secret Service, Postal service and all the credit agencies etc..
It's been a year and I still haven't received my 2004 refund and haven't heard from anyone what happened to Geraldo ?
In my business we do background checks on customers so I did one on myself and Geraldo shows up several times.
It hasn't affected my credit yet but he's been using my SSN for 5 years.
I'm retired military and I suspect he got the SSN from the Gov't some how ?

After identifying solvency as the first issue, he stated that "Second is the problem of erroneous wage reports held in SSA's Suspense Account."
[What it means: the employer's W-2 (employee earnings) data do not match SSA's Master Earnings file. There's a problem. As a retired "big iron" programmer I've got to believe that multiple hits on the same Master Earnings record (given overlapping time periods and other checks) would also suspend the W-2 data because it indicates possible multiple use of a single SSN.]
