What is this article telling us??? Other than it's apparently illegal to carry U.S. currency and visit websites about nuclear weapons?
I'm pretty sure that it's illegal to carry more than $10,000 cash out of the country without some sort of authorization.
What's an unemployed Nigerian (one suspects Islamic, but maybe not) doing in Detroit, carrying the scent of narcotics, a huge sum of cash, and a laptop containing information on nukes and poisons?
If nothing else, that sounds like a guy who needs to be checked out.
Other than it's apparently illegal to carry U.S. currency
The article is horribly written, pretty much par for the course since all J school teaches you is to be a water carrier for the democraps. But it's legal to carry as much currency as you want, but when you're crossing the border, you have to declare it. Not declaring it was the crime.
Un-Consti-freakin'-tutional, IMHO
Standard Constitutional protections don't apply when you're crossing the border. That's a whole 'nother world.

If what I just wrote made you sad or angry,
it was probably just a joke.
Sisayehiticha Dinssa, an unemployed U.S. citizen, was arrested Tuesday after a dog caught the scent of narcotics on cash he was carrying, according to an affidavit filed in court.
Tells me that the cash more than likely came from a drug deal and that there was probable cause to check the rest. The nuke info was just icing on the cake.
Neither are illegal. it's illegal for entrants though customs not to declare the cash. Carrying info on nukes and cyanide is suspisious, especially when your not a great thinker.
