You have to understand that Bush was always in favor of this-he freely discussed it during both campaigns. The only thing stopping him was the house. You can not impeach a President because he disagree with you.

Yes you can. The standard for impeachment is nebulous. You can easily make the argument that allowing an invasion of the country by illegal aliens is a high crime and misdemeanor. Alternatively, you could agree with the democrats with their Iraq war issues. All you need is the votes.
