Doing some more math on VA, it still appears that Allen will win by around 5000 votes.

I'd expect the Virginia race to tighten a bit more, given what's out - the DC exurbs (Loudoun and Prince William, which have been 51-49 for Webb so far), a small part of Arlington, a small part of Fairfax, and parts of Norfolk and Richmond, which are pro-Webb. But all of Craig County in SW Virginia is still out. It's very small (11 precincts), but should be pro-Allen.
It's going to be close, but I think Allen will pull it out after the absentees are counted.
