that's a bit of an overstatement - selling the docs to a foreign power is one thing, but the handling protocol for them can sometimes be violated in a totally innocent way.

Totally innocent, my foot!

Those types of documents are not supposed to be removed from the premises and even on the premises are supposed to be kept locked in safes.

Now tell me that someone manufacturing drugs in their home just "innocently" takes home highly classified documents.

Those documents are classified precisely, because their disclosure causes grave damage to the country, by revealing information to our enemies.

BS. I "handled" classified material every day for 5 years in the Navy and never once violated procedure. If I had, I'd still be in jail today. Until people are prosecuted, they're not going to get serious about this.
