North Korean leader Kim Jong Il expressed regret about his country's nuclear test to a Chinese delegation and said Pyongyang would return to international nuclear talks if Washington backs off a campaign to financially isolate the country, a South Korean newspaper reported Friday. "If the U.S. makes a concession to some degree, we will also make a concession to some degree, whether it be bilateral talks or six-party talks," Kim was quoted as telling a Chinese envoy, the mass- circulation Chosun Ilbo reported, citing a diplomatic source in China.
Kim told the Chinese delegation that "he is sorry about the nuclear test," the newspaper reported.

Because the Chinese have had their fill of DPRK.
As covered in http://www.freerepublic.com/focus/f-news/1722000/posts, the Chinese are more furious with DPRK than anyone else. DPRK has outlived its Maoist charm. Invading North Korea would be bad for Chinese business (Tibet all over again), but obviously China has made it clear that they won't tolorate this behavior.
It's clear to me that the Chinese offered Kim a choice between life and death, between exploding train stations and living a long life enjoying his wine collection.
That maks a bit more sense.

is very telling ... Kim actually just jumped in ahead of Rice to try to keep China and us from being a combined front - now the Chinese have to decide if they work with us against a guy who says he's sorry, or try to play middle-man. I'm sure they realize he is lying to them, but is it better for them to "believe" him or not ?

Seems they only tried to relay the message already given by the USA and the UN. Media is just spining the "sorry" story.

Condi hasn't been toasting champaign with the little madman - she carries a big stick from Washington...Maybe people are too used to politicians who blow their own horn, who hog the cameras an who want the credit for everything.
Pres. Bush works tirelessly to get the job done - and when it finally starts showing success, he pulls back and let's others take the credit. That's the way he is...It isn't a weakness, it's a strength.
The weakness comes in people/pundits who have no access to what is said and done - only think they do - and make pontifical judgments...
One thing for sure - if 'we the people' saw/read/knew one tittle of what comes across the President's desk every day, we'd all be digging caves to crawl into. Not only does Pres. Bush have to handle all this, he does so with little thanks from anyone...even those who should be a little smarter

China is viewed as a key nation in efforts to persuade the North to disarm, as it is the isolated communist nation's main trading partner.
North Korea has long insisted that the U.S. desist from a campaign to sever its ties to the international financial system. Washington accuses Pyongyang of complicity in counterfeiting and money laundering to sell weapons of mass destruction.
The North has refused since last November to return to the nuclear talks, which also include China, Japan, Russia and
South Korea. Pyongyang has sought bolster its negotiating position by a series of provocative actions, test-firing a barrage of missiles in July and performing its first-ever nuclear test Oct. 9.

The "regret" part is the reporters opinion, not Kims.
He is "sorry" that the nuclear test upset China, but he isn't "sorry" he did it.

Well...don't you think maybe NK and China can orchestrate this for the sake of the world press? Sounds pretty much like a case of "good cop/bad cop" to me, with the US unwittingly cast as the bad cop.
