North Korean leader Kim Jong Il expressed regret about his country's nuclear test to a Chinese delegation and said Pyongyang would return to international nuclear talks if Washington backs off a campaign to financially isolate the country, a South Korean newspaper reported Friday. "If the U.S. makes a concession to some degree, we will also make a concession to some degree, whether it be bilateral talks or six-party talks," Kim was quoted as telling a Chinese envoy, the mass- circulation Chosun Ilbo reported, citing a diplomatic source in China.
Kim told the Chinese delegation that "he is sorry about the nuclear test," the newspaper reported.

He is saying exactly the same thing as before. Relax sanctions and he will return to 6 party talks. No, you go first Kim!
I guess the threat of banning this bums booze imports got to him.
I considered that, but I remembered that they have a hard time promouncing "r's".
So, He's be "Sowwie", or " sewie" something to that effect.
We could always ask Bawbwa Wawtas, she'd know.
What's there to guess about? If the article is true, China did what the U.S. could not do, period. As for your "back door deal" theory, no U.S. pressure stopped NK from detonating a nuke. So again, if the article is true, China stopped them from detonating a second nuke, something the U.S. could not do.
I'm not saying the U.S. isn't economically and militarily stronger than China, we are. I'm saying that China's threat, (or pressure), was taken more seriously by NK than ours were. And that is an embarrassment.
Riiiiiiight (or is that liiiiight?) ... that's why they're prepping another. But jeez, the press jumps and says, "look! he said he's sorry! all is well, stop the sanctions."
Did it ever occur to you that the Sec of State may have relinquished her option to talk directly AT N. Korea? And LET China have this one????? It appears to me that we are trying NOT to be the only BULLY on planet earth right now....
""If the U.S. makes a concession to some degree, we will also make a concession to some degree, whether it be bilateral talks or six-party talks," Kim was quoted as telling a Chinese envoy,"
Now, wasn't that what Bush was demanding all along (except any concession on the US part until Il dong stopped his nuclear program)? Why is il(l) Dong suddenly "Sowwie"? And what 'concession; is he after that couldn't be asked at previous talks? As I say, I smell a RAT, somebody is talking with the enemy that shouldn't be, and they only reason for doing that is political gain at election time.
Right! Bush wanted trilateral talks at the very least, He didn't want one on one talks, but rather, talks between all concerned parties.
So what could she have relinquished?
I don't see Bush giving in to the demand for direst talks.
direct talks, one on one.
Exactly!
North Korean leader Kim Jong-il told a special Chinese envoy on Thursday the hermit nation will only return to six-party talks on its nuclear program if the U.S. lifts sanctions, according to a Chinese diplomatic source.
The source quoted the North Korean leader as telling State Councilor Tang Jiaxuan on Thursday morning that North Korea will negotiate on its nuclear program, be it in new bilateral talks with the U.S. or the existing six-way framework, if the U.S. makes some concessions.
Kim apologized to Beijing for going ahead with its threatened nuclear test on Oct. 9, the source said. Tang returned to Beijing from Pyongyang on Thursday night after delivering Chinese President Hu Jintaos message to the North Korean leader.
Officially, Chinese Foreign Ministry spokesman Liu Jianchao told reporters that Kim and Tang discussed North Korean-Chinese relations and the current political situation on the Korean Peninsula. This is a very significant visit, against the backdrop of major changes on the Korean Peninsula. We hope China's diplomatic efforts ... will bear fruit, Liu said. Tang was accompanied by vice foreign ministers Dai Bingguo and Wu Dawei, the latter Beijings chief negotiator in the stalled nuclear talks.
The spokesman revealed no details of Hus message, saying only that Chinese leaders maintain their position on Korean Peninsulas issue when meeting with foreign leaders. North Korea experts believe Hu conveyed the international communitys concerns about the nuclear test to the North Korean leader and urged him to return to the six-way talks as soon as possible to resolve the problem peacefully. Based on Tangs meeting with Kim, China will mediate between Washington and Pyongyang during U.S. Secretary of State Condoleezza Rices visit to China on Friday. A diplomatic source in Beijing said Kims willingness to meet Tang was itself a good sign.

"Report: N. Korean Leader Regrets Test"
Yeah...just like he regrets being in power.
Maybe Pelosi promised Kim to continue where Albright/Clinton left off
Classic Good Cop - Bad Cop play.
This whole second nuke test incident was orchestrated between China and North Korea (likely with input from Russia and South Korea) to put pressure on the US to drop the sanctions. Every one of those four was looking for ways to get out of that UN resolution even while they were signing it with their fingers crossed behind their backs.
Well, this puts the ball back in our court.
Maybe someone else caught the news, I missed most of it.
"Now you say your sorry so the Americans will be happy, and I'll slip everything you need in to those containers I'm inspecting that I said I didn't want to inspect."
...and I suppose China will be the MSN's hero
