This is the symbol of the Chosun Rodong Dang (Korean Worker's Party), i.e. the Communist Party of North Korea:

See? Here it is on the roof of the KWP main offices (where the files and notes on Madeline Albright, Roger Clinton, Wendy Sherman and Bill Richardson and their respective DPRK visits are) in downtown Pyongyang.

Does anyone know what those clusters of lights are off the south east coast of South Korea is? I always wonder about that when I see the picture.

Japanese squid fishing. The lights attract the squid.

The torch bearers appear to be standing in "formation", possibly Korean characters spelling or representing some thing.

Can anyone determine?

They are indeed, but from that angle and elevation, the Korean characters cannot be deciphered. They usually say something like "Long Live Chuche", or "Long Live the DPRK", or some such other nonsense as that.
