Looking at a photo of the area, I'd guess it IS terrorism. All the buildings in the immediate area are a hell of a lot shorter. The tallest one is the one that should have the least chance of being hit because it's the one you keep the farthest away from. It's your point of judgement...like a lighthouse.

I ask again, why would a terrorist select a condo. There are other more important targets right there within a mile or two? Explain please?

Is this the same as saying that, after a plane crash, the plane nearly always ends up at impact point? ;)
