Any nuclear weapon on the Korean Peninsula would violate the ban agreed upon in the Korean War Armistace and effectively return us to a shooting war there.
So yes, a nuclear test in North Korea would be a direct act of war against U.S. interests, per that Armistace.

For a given quake seismologists will argue over the magnitude for months aftwards - there are also different magnitude scales.
4.2 probably means it actually was over 1 kiloton...it's still a pretty small device.

It's starting to appear the device was in a horizontal shaft under a hill rather than in a deep vertical shaft.
This should have some effect on the seismic signals.
