You do realize, don't you, that all this bill does is slow the flow of tax dollars to this organization.

Of course I realize it. The proper response to them is tort reform.

I'm only concerned about how a Dim Congress will use this precedent to go after conservative organizations in the future. An overall tort reform can't be abused in the same way, because it doesn't go after specific organizations.

Neither does this, it is applied to everyone across the board including Conservative legal groups. It really doesn't bother the Conservative legal groups because they don't file Establishment Clause cases very often and feel if it is really worth filing one then they are willing to foot the costs to win it. It is the Conservative legal groups that helped push this bill.
