Well, if TV counts, I'd say "The Path to 9/11," though I could have done without the director's fetish for unsteadicam.
On the other hand, the worst is "The Black Dahlia." A bit of bait-and-switch on the part of de Palma. The pacing was like sucking an ice cube through a straw, and the plot contrivances were just as ridiculous. Makes "Body Double" look like real Hitchcock.
