Tisk. A lazy ad hominem. Since you missed the forest for the trees I'll spell it out: The modern presidency is overwhelmingly burdened by the ability to master mass media. Bush's skill has always been found wanting in this area thus his ability to rise above it is remarkable if at the same time not helpful to selling certain policies such as Social Security reform or maintain support for the WOT.
Reagan was a solid balance of leadership and salesmanship, Clinton was a master at media but an otherwise incompetent twit, Bush has pretty good policy instincts (excepting border control and overspending) but is harmed by his inability to sell and close the deal on important measures.

I don't know what the plan entailed, rintense, or if it was even discussed. But my recollection is that the president was tired of being on defense all the time and wanted to go on offense, but I could be wrong about that.

IIRC, they never officially declared war, there's no country we can 'fight', our laws don't account for terrorists organizations. No uniform, no Geneva conventions, etc. We're at a crossroads with our rules of law until they are changed. That's part of the dems talking point, and part of the reason why nothing is being done. The dems heads are in the sand.
