Agreed, but then so is the Constitution .. and see how often that gets ignored? Treaties can also be withdrawn from ... like the ABM Treaty with the Soviet Union.
The test ban was signed by "The Governments of the United States of America, the United Kingdom of Great Britain and Northern Ireland, and the Union of Soviet Socialist Republics."
I cannot find the USSR on a map. I would imagine (I don't know for sure) that the test ban is technically defunct? Any FReepers know better?
