Reports from Seoul Korea, (daily newspaper Joongang Ilbo in Seoul) via the Japanese Jiji press agency, that South Korean intelligence has intercepted radio messages/communications in North Korea, which were aired last month, to civilians in the Kilju County, Northern Hamgyeong Province area of northeastern D.P.R.K., to evacuate.
The source in the South Korean government said "our interpretation is that following North Korea's underground nuclear blast test, they wish to head off any escape of radiation that would be a threat to the nearby civilian population and are evacuating as such."

Agreed, but then so is the Constitution .. and see how often that gets ignored? Treaties can also be withdrawn from ... like the ABM Treaty with the Soviet Union.

Atmospheric nuclear testing would be of no benefit to the United States. All it would do is alienate most of our allies.

My take, is that it is BS designed to divert attention.
Earlier today South Korea more or less said the same thing, and stated that no evacuation was called but they would look into it further. Now we get this.
There has been only considered speculation that NK possessed working Nukes. There has never been actual verification.
If we used the same logic, then we can say that Iran has them as well and only needed the fissionable material.
I think Iran is ahead of NK in bomb design as they had access to AQ Khan's drawings and the like. North Korea's Kimmy is a blow-hard bullcrapper and you cannot believe anything they say.
You can't believe Iran either, but their game is different. they are trying to hide what they have. Kimmy is trying to convince the world he really is a threat when he is not and even if he was, he is isolated and well covered by our Intel folks.
I think we are far too concerned with this little prick. He is diverting our attention from Iran and that is the intent. He may well be taking directions from them.
