couldn't this be viewed as a Treaty between the state of California and Great Britian? And as such, doesn't it require approval via the Senate?

That depends on whether or not you're a federalist.

Not a surprise; Tone's a pretty good fellow cold warrior but a squishy lefty otherwise.

Blair supporting stem cells? Does that mean that Brits are now going to be able to do genetic engineering without being clubbed to death by goons?

And by the way, let Blair waste all the British tax dollars he wants on this dead end stem cell research while neglecting the far more promising adult stem cells. 20 years from now when it's been proven to be a massive fraud, we American taxpayers will thank the president for saving our money from going into the pockets of kooks.

Oh, and this snide little headline forgot to mention Blair sides with Bush on the Iraq war, and against the Satanic U.S. news media.

That's not defying Dbya's policy. His policy is to eschew spending Federal taxpayer dollars on embryo stem-cell research, not to eschew research funded by other means or using other stem cells.

stem cell research and reduce greenhouse gas emissions

Both of which are two of the biggest "who gives a crap?" issues.

Bush's policy does not ban states and the UK from doing those things, so there is nothing to defy.
