Explosive device shuts down Spokane neighborhood

Snip: Spokane police say a "ground to air missile" was uncovered in a homeowner's yard in North Spokane Thursday night. The explosive device has forced authorities to close off several streets. The Spokane Bomb Squad and a team from Fairchild Air Force Base are investigating.

While a ground to air missile is cause for concern, I'm more interested in how it got into the backyard and how long it has been there. If it is leftover training munitions overlooked in the development of a residential area on top of an old training range, then it is not really an indication of terrorist activity. If it is of new manufacture, recently buried, then I would be exceptionally concerned.
