"Sayyed Hassan Nasrallah, the chief of Hezbollah group, has pledged open war on Israel after it bombed his Beirut home on Friday in a dramatic expansion of the latest Israeli assault.

Look, W has to be seen to be saying something about the situation in order to appease the Israel-haters in the region. This works better than anything else, apparently, and I am sure it has been thoroughly explained to the Israeli government. "Our standard talking point will be to emphasize the need to exercise restraint, meaning, do all you can not to hit civilians," and sotto voce to the Israelis, "We're expediting our next shipment of munitions."
This would seem to be a declaration of war, which should justify a full scale response by Israel.
