Look, W has to be seen to be saying something about the situation in order to appease the Israel-haters in the region. This works better than anything else, apparently, and I am sure it has been thoroughly explained to the Israeli government. "Our standard talking point will be to emphasize the need to exercise restraint, meaning, do all you can not to hit civilians," and sotto voce to the Israelis, "We're expediting our next shipment of munitions."
It isn't that I don't understand that politicians say one thing for public consumption and say other things privately. In this particular case, I would hope that someone would have the presence of mind to hold a comment until more information is forthcoming. A better statement, IMO, would be to decry the deaths of so many innocent civilians adjacent to armed and actively fighting Hezbollah terrorists. And remind the public again about how the U.N. personnel were killed when their post was surrounded by fighting Hezbelloh terrorists.
