I don't think so.
There have been various reports that the Mother did not complain about Americans for three months after the event, and in fact the villagers thought it was Iraqis that did this.
Did you read the affidavit? The rape murder occured around 3-12-06 was reported to the Coalition by Iraqis close to or on the same day. The coalition thought it was the work of anti Iraqi forces, there is nothing said about what the Iraqis thought - it is reasonable to belive they might have known otherwise especially since Green had apparently been watching that girl for a while. That's reasonable as that type of act is often not spur of the moment.
There were other witnesses that came forward in June, those witnesses would have known about the rape/murder at the time it happened. S the probablility is that Iraqis did know about this for about the last three months.
How could the mother complain after the event when she was killed in the event?
The mother, the father, the 14 year old alledged rape victim, and a younger female sibling were all alledgedly killed in this same event of March 12, 2006.
