I disagree. Walls are a signifigant deterrent, especially if they are high enough. Having said that, minefields would make some fence hoppers think twice. I also think the concept of the USA-Mexican border as a ground unmanned Search and Destroy proving ground should not be ruled out.
Illegal immmigration is totally out of control, is a threat to our social fabric, and needs to be aggressively countered.
