While Minuteman civilian patrols are keeping an eye out for illegal border crossers, the U.S. Border Patrol is keeping an eye out for Minutemen -- and telling the Mexican government where they are. According to three documents on the Mexican Secretary of Foreign Relations Web site, the U.S. Border Patrol is to notify the Mexican government as to the location of Minutemen and other civilian border patrol groups when they participate in apprehending illegal immigrants -- and if and when violence is used against border crossers.
A U.S. Customs and Border Protection spokesman confirmed the notification process, describing it as a standard procedure meant to reassure the Mexican government that migrants' rights are being observed.
"It's not a secret where the Minuteman volunteers are going to be," Mario Martinez said Monday.
"This ... simply makes two basic statements -- that we will not allow any lawlessness of any type, and that if an alien is encountered by a Minuteman or arrested by the Minuteman, then we will allow that government to interview the person."
Minuteman members were not so sanguine about the arrangement, however, saying that reporting their location to Mexican officials nullifies their effectiveness along the border and could endanger their lives.
"Now we know why it seemed like Mexican officials knew where we were all the time," said Chris Simcox, founder of the Minuteman Civil Defense Corps. "It's unbelievable that our own government agency is sending intelligence to another country. They are sending intelligence to a nation where corruption runs rampant, and that could be getting into the hands of criminal cartels.
"They just basically endangered the lives of American people."

My father was in the TN National Guard and deployed to Mexico under "Black Jack" Pershing to chase Poncho Villa around before going to France in WWI. But I get your point.

Correct on the State Department origin, not correct on the reason.
It's a longstanding requirement of international law. Basically, the country of origin (ANY country of origin) has a right to the following if their citizens are arrested in a foreign country:
1. Access to the detainee by a consular officer.
2. A detailed report of the arrest (i.e., location, date, time, reason for arrest, name of arresting individual(s), etc.)
3. Access to the arresting individual(s) for an interview.

I absolutely agree with you. Bush has been a big disappointment. He's abandoned the conservative agenda and cannot rally members of his own party. The Republican Party controls both Houses of Congress and the Presidency for the first time in how many years. What an opportunity missed!!! I am convinced that there is absolutely no effective leadership in Washington, Democrat or Republican.
My disappointment in Bush on this issue is unquantifiable.

The WH not only refuses to wake up and smell the citizen's anger, but, they seem to delight in poking a stick in everyone's eye on the border issue.
Karl Rove gave a speech last week where he said that passing the guest worker program was one of their highest priorities.
On this issue, the WH is completely out of step with most Americans (of all political leanings ) and that doesn't seem to faze them. In fact, it seems to energize them.
