It's a bad example of leet.
leet comes from elite.
Script kiddies (people who run easy-to-use scripts or kits to crack into other people's computers but have absolutely no experience). When they do this, they think they're literally hot s--- and as such, type in leet as a way of announcing their (clearly self-appointed) status as a hacker.

"I'm underage!!" Yeah, I know what you mean. I'm not allowed to kill people, either, but there was that Philosophy Professor with whom I disagreed, and that guy who had the audacity to kick me in the butt, and where are they now, eh?
Besides, I didn't say you were drunk, merely that you were enjoying a contact high. That's when you get exuberant and high-spirited just being in the company of people who are exhibiting that behavior.
