My theory:
The Bush administration has been protecting its "allies" in the War on Terror, namely Russia. It did no good for them to out Russia because we needed their cooperation in other world matters.
Just today Russia states they are against UN economic sanctions against Iran. Magically the documents are released.
That is an excellent analysis, and a definite possibility. The question is, then, what road do we go down vis-avis Russia?
They've played the spoiler in the Middle East since before we rolled through Baghdad, how belligerent will our relationship become?
My next theory:

You have nailed it. I think Russia is helping the United States in ways that are way below the surface. The public actions (some that make us think they are not our ally) by Russia serve as a diversionary tactic to keep the bad guys guessing.
Which really isn't a surprise...especially to the White House.
However, continuing with your theory, which has merit IMO, how long will this "document dump" of 48,000 boxes take to translate? One wonders if Russia continues to object to dealing with Iran, if certain more incriminating documents might just be translated and made public earlier than others...? Or at least threatened to be made public...
France would be in that above category as well as Russia and probably Germany too although they aren't permanent Security Council members. Although I'd think France wouldn't obstruct UN sanctions.
