You want the rotation. That's what keeps the ribbon and the counterweight taught

Geostationary orbit (a necessity for this to work) is not possible at the poles.

There is no "torque" involved in this setup.

In space, the anchor would be a geo-stationary orbiting counterweight. You cannot do that above the pole.
