Not quite. The GG is only the head of state. One of the parties, usually the one with most of the seats will go to the GG to ask to form the government. However, there have been times in Canada where the Grits who had less than the Tories in seats formed a government with a coalition. You have to go back to 1925 federally.

As I recall, the numbers were a lot closer in 1925.
