Weapons of Disruption

Whereas we have no masses, it certainly would be seriously challenging to deliver a "weapon of mass destruction" in the vast majority of geographical areas in the American West, as well as in many areas in the East and South. For instance, Montana is approximately the size of Germany, yet the population hovers only around a million (we have one representative in the House). There is no "metropolitan" area anywhere around, though Spokane is about three hundred miles away. Wyoming has more sheep than people. Utah has Salt Lake City and a few nearby populous areas. Nevada has two populated regional areas, Las Vegas and Reno. North and South Dakota have, well, a few folks here and there. Idaho folks are few and far between. I swear you can drive from San Antonio to El Paso without seeing a city policeman, because I've done it several times. Then there are Arizona, New Mexico, eastern California, inter alia. The point is we have a few population points, while the rest of the states are empty excepted for isolated small communities.Thus, out West we probably need to talk more about "weapons of disruption." (Some folks say "weapons of mass disruption," but we have no masses!)

You must ask yourself: What would I do if I were a terrorist (or a terrorism preparedness instructor) looking into the ramifications of launching a rural terrorism attack? Personally, I would concentrate on considering the consequences of disruption rather than mass destruction. Here are a few scenarios you might want consider when your local rural emergency management/response group gathers to discuss terrorism exercises.

1) Wildland Fire Incidents: Incendiary (mostly wildland) warfare has been used by military strategists for at least 2500 years, over a thousand years before the use of gunpowder. The western U.S. is disrupted, seriously disrupted, every year by wildland fires. Quite a few are started by humans, accidentally and purposefully. Starting dozens of major fires in a dozen western states could be a brilliant line of attack if militants wished to disrupt America. Thousands of security personnel could do nothing and the perpetrator/s would probably never be implicated, much less captured. Are you prepared?

2) Railroad Chemical Incidents: Many railroad main lines go through tunnels. A few strategically placed armor-piercing shells in a series of chlorine cars, along with appropriately staged derailments leaving the leaking cars in the tunnels, could shut down many main line routes in the West. Spin-off scenarios are numerous. Ready?

3) Flammable Liquid Incidents: Bridges are not easily brought down from below and approaches to bridge support structures are often highly visible and randomly monitored. However, on CNN we all have seen many tanker truck accidents involving burning hydrocarbons which have made bridge structures unusable. How hard would it be to have a few terrorists steal trucks and drive them (as opposed to hijacking planes and flying them) to strategic bridges over wide rivers or narrow gorges, ignite the gasoline (or diesel or crude), block the approaches with other incendiary or chemical releases, and make the structures extremely dangerous and impassible to highway traffic? Gotcha!

There are many variations of these themes. You probably have or can make up many more plausible, novel, and easily implemented rural-specific attack scenarios. Design exercises around them. If you want to stop terrorist events you must think like a terrorist and quit fighting last year's war!

Hiroshima peace tower reset after nuclear test

The peace watchtower at the Peace Memorial Museum in Hiroshima, which displays the number of days since the last nuclear test, was reset to zero Friday after a subcritical nuclear experiment in Nevada was jointly conducted by the U.S. and British governments.

It is the ninth time the number of days has been reset since the tower was erected on Aug. 6, 2001.

When Minoru Hataguchi, director of the museum, pressed the reset button, the tower displayed "639," the number of days since the last nuclear experiment was conducted by the U.S. government on May 26, 2004.

Hataguchi said, "I'm angry because it's an act that tramples on the feelings of the people of Hiroshima."

Hiroshima Mayor Tadatoshi Akiba sent U.S. President George W. Bush and British Prime Minister Tony Blair a letter of protest saying that nuclear experiments that lead to the development of new nuclear weapons cannot be tolerated.

Yes, it is all bad news.

It has also started the local nuts to acting out their evil thoughts, shootings, arson and much more on the news broadcasts.

There is much we do not know about the port takeovers, and it won't make a lot of difference what I think, as it will go as the big boys planed it.

Iran will mess around and do the wrong thing yet.

All this is coming on top of the cartoons, was it planned to make us feel we had to turn over the ports, as a part of the sin of publishing the cartoons?

A tire was wrapped around a believer. Muslims doused his body and the tire with petrol. The fire was lit.

Corpses were laid in stacks at the Madiuguri hospital.

Christians appealed repeatedly to authorities to protect them. Finally some Nigerian recruits arrived.

Muslims robbed Christian homes. Islamics violently attacked a prominent Christian family in Jos, capital of Plateau State.

Muslim youth drew their swords, stabbing the driver of an automobile. Then they turned on a pregnant Christian and seven others.

Fifty thousand believers have died in Muslim attacks in northern and central Nigeria since 2000.

Some northern regions accepted the Shari’ah Islamic legal system, that is, using the killing and maiming passages of the Koran by which to deem "justice." This violates the nation’s secular constitution; nevertheless, Muslims don’t care about violating the constitution.

Allah rules. Koran rules. Mohammed rules.

Some Muslims in Europe are proposing the Shari’ah legal system there.

Christian communities in Nigeria’s Borno have increasingly been attacked my Muslim murderers global.

The President of the Christian Association of Nigeria, Reverend Peter J. Akinola, said: "That an incident in far away Denmark which does not claim to be representing Christianity could elicit such an unfortunate reaction here in Nigeria, leading to the destruction of Christian Churches, is not only embarrassing, but also disturbing and unfortunate."

WASHINGTON (Reuters) - The United States plans to file more cases at the World Trade Organization against China and other countries that violate international trade rules in 2006 than it has in recent years, a top U.S. trade official said on Thursday.

He said the United States was "seriously" considering a case against China's import barriers to foreign auto parts. Other cases against China are possible in 2006, he added, however the Bush administration is not currently planning a WTO complaint against Beijing's currency practices.

The free trade agreement between the United States and El Salvador, part of the Central American Free Trade Agreement (CAFTA), will come into force March 1 after some laws and regulations are finalized, the U.S. Trade Representative's Office said Feb. 24. Other signing countries of CAFTA have not yet finished this finalization process, and Costa Rica has not yet ratified it.

JEDDAH, 24 February 2006 - Three journalists working for Dubai's
Al-Arabiya satellite channel were kidnapped and murdered in Iraq Wednesday
night sending another wave of shock, fear and sadness in the media
industry.

"According to eyewitnesses and the official account given by the Iraqi
security forces, armed individuals ambushed Atwar Bahjat and her
colleagues Adnan Khairallah and Khalid Mahmoud while she was interviewing
people on the outskirts of Samarra, kidnapped them and then killed them,"
Al-Arabiya spokesman Jihad Ballout said by telephone from the satellite
channel's headquarters in Dubai.

"This is the official story but I don't have anything to confirm or
refute this," he said.

The last live report filed by Atwar was on Wednesday night at 7 p.m.
Dubai time and the last contact she had with the Dubai office was
approximately a half-hour later. Around midnight, the Dubai office was
informed about the death of the three journalists. Their bodies were
identified and handed over to their families after completing all the necessary
procedures.

"I hope the investigation is still ongoing. We urge the Iraqi
authorities to continue investigating and identifying the culprits and bring
them to justice," said Ballout.

He said this was not the first time Al-Arabiya employees were attacked.
"Previously five of our staff were killed in a car bomb in Baghdad and
three others by the US forces."

Naturally, these incidents have caused staff at Al-Arabiya to
reconsider their security arrangements and ways of protecting their field
reporters, Ballout said, and added that despite the tragedy Iraq would
continue to be covered comprehensively by the network.

"We are committed to our professional role and in providing
distinguished coverage to our viewers," said Ballout. "Reporters are humans after
all and they are subject to depression and anguish like anyone else
under these circumstances. We would completely understand if any of our
staff wanted to leave, but so far we have not received any such
indications," he said.

Al-Arabiya have been receiving condolences and expressions of
condemnations from around the world from leaders including British Foreign
Minister Jack Straw, Iraqi cleric Moqtada Sadr, Iraqi President Jalal
Talabani, Iraqi Prime Minister Ibrahim Jaafari, Lebanese Information Minister
Ghazi Al-Oraidi, the International Committee of the Red Cross and
Reporters Without Borders.

An oil refinery in eastern Saudi Arabia was attacked this morning.
Initial reports from Saudi indicate that a group suspected of ties to Al
Qaeda of the Arabian Peninsula, attacked the refinery, in the Ibqiq
region of the country, with two explosives laden cars.

Explosions and gunfire are reported; Saudi sources indicate that the
explosions may be part of an attempt to take over the facility.

There are conflicting reports regarding whether the attack has been
controlled or not; at least two sources indicate the incident continues.

LOS ANGELES (AP) - An Arab company's potential takeover of some marine terminals at six major ports on the East Coast has raised questions about foreign operations at seaport facilities.

Such arrangements have been commonplace at West Coast ports for years.

Most of the cargo that enters the country comes through huge ports in Los Angeles, Long Beach, Oakland and the Seattle-Tacoma area of Washington.

Each has marine terminals operated by foreign shipping lines - many from Europe and Asia.

"On the West Coast, almost all the ports have their terminals operated by foreign companies," said Ivan Eland, senior fellow at The Independent Institute, a nonprofit, nonpartisan public policy research organization based in Oakland.

About half of the port terminals on the East Coast are managed by companies based overseas, he added.

A political firestorm erupted this week after it was learned the Bush administration approved a deal by United Arab Emirates-based Dubai Ports World to acquire London-based Peninsular and Oriental Steam Navigation Co.

Many lawmakers voiced concern over whether the transaction could lead to possible security risks at docks where Dubai Ports would operate terminals.

At the time, U.S. Sen. Dianne Feinstein, D-Calif., praised West Coast ports for being run by the government and said all U.S. ports should follow the same model.

Feinstein said she was familiar with port operations because of her nine years as mayor of San Francisco.

"On the West Coast, most of the ports that I know of are all governmentally operated, and I actually believe that's the way it should be," she said. "I don't know how it got started on the East Coast that private entities operate ports."

Nearly all ports around the country are owned by governments, which lease terminals to private companies that must adhere to security and labor rules as part of the deals, said Marc Hershman, a professor at the University of Washington School of Marine Affairs.

"The distinction of West and East Coast, I don't think, holds water, really," he said.

Asked Friday to clarify Feinstein's comments, her spokesman Howard Gantman said, "What I would say is Sen. Feinstein has learned more about the proposal to allow Dubai Ports World to operate six major U.S. ports. She's become increasingly concerned that there was not an adequate review of the national security implications of the deal."

For decades, scores of firms ran cargo operations at U.S. ports. But many have been swallowed up by larger, foreign-owned companies.

"There has been a huge consolidation within the terminal operating world," Hershman said.

The bid by Dubai Ports to operate terminals at U.S. ports is not the first such move to spark opposition.

In the late 1990s, federal lawmakers cited national security concerns while killing a plan by China Ocean Shipping Co. to lease space at the former Long Beach Naval Station. The company now leases a terminal at the Port of Long Beach and operates it jointly with a U.S. firm.

Other foreign firms have encountered fewer roadblocks.

In 1997, Singapore-based Neptune Orient Lines acquired U.S.-based American President Lines, a major shipping company with operations along the West Coast, including the ports of Seattle and Los Angeles.

"The only moaning that went on is that we lost another U.S.-flagged carrier to foreign competition," Hershman said.

The dynamite near the railroad tracks in Alabama, may be as
stated in the article, but could also be that the tracks were to be next.

It was hidden there, so they would not be seen moving it to the spot, when the tracks exploded.

Russia, China and Iran, now that is deadly.

"We are going to target them in a specific way," Gustavo Torres, executive director of Casa de Maryland told the Maryland Gazette, speaking of the Minutemen volunteers who have set up a surveillance site across the street to discreetly photograph contractors who pick up day laborers at the center. Going out with their own cameras will only be the first step his group takes. "Then we are going to picket their houses, and the schools of their kids, and go to their work," Torres said. "If they are going to do this to us, we are going to respond in the same way, to let people know their neighbors are extremists, that they are anti-immigrant. They are going to hear from us." The Minuteman Project's "covert" campaign to monitor day labor centers has been in operation for a little over a week. The group, which started with much-publicized efforts to patrol the U.S.-Mexico border and report sightings of illegal aliens to the Border Patrol, has turned its attention to the employers who hire undocumented workers. "From a national standpoint, we want to close the border down and stop the flow of illegals," said Stephen Schreiman, president of a newly formed Maryland chapter. "We want to do the same thing here, but our approach will be a little different. What we want to do is to basically discourage contractors and businesses from hiring illegals. It's against federal law. "We're going to go after these [contractors] at the state and local level because these people aren't paying taxes. We're going to take these people and through a vetting process determine which ones are not paying their taxes and doing business in an inappropriate manner and then turn them over to the appropriate authorities for prosecution. That should put a damper on the hiring of illegals." The most recent annual report for Casa de Maryland, a non-profit, shows $2,771,615 in income for 2004-2005, of which 51 percent was provided by various government agencies. According to its website, the organization's employment program provides day-labor placement for "low-income Latino and African immigrants ... as employers seek to replace permanent workers." "We never ask for documentation," Torres told the New York Times in December. "Our mission is to help anyone in need of service, regardless of their immigration status. We are proud of that." Casa's operation has not only been blessed by government funding but it has the support of the local business community. "In this area, the commercial sector hasn't been harmed in the sense of people being deprived from work because of the day laborers being here," said Erwin Mack, executive director of the Takoma⁄Langley Crossroads Development Authority. "Consequently, while there are issues with their right to be in the United States, that's not what we're concerned about. We're concerned that they wait in an area that doesn't hurt our commercial properties.' That's not good enough for Minuteman's Schreiman who intends to pursue his effort to inform the authorities about unlawful activity and have the law enforced. And Schreiman's commitment to stay within the law – and the fact there have been no complaints filed with the police over the Minuteman surveillance – isn't good enough for Casa's Torres, who told a Spanish-language newspaper it would be better if the Minutemen did not interfere with Casa. But it is Torres threat to recruit individuals to picket Minuteman members' children at school that has the greatest likelihood to escalate the tense, but so-far peaceful, situation. "Threatening children like this is outrageous," said Minuteman Civil Defense Corps President Chris Simcox. "Casa de Maryland's funding should be pulled and its contracts cancelled. It is beyond belief that taxpayer dollars are funding this thuggish behavior." The Maryland Minutemen have their work cut out for them. Takoma Park, site of the Casa day-labor center they've been monitoring, has declared itself a Sanctuary City and prohibits its employees, including police, from arresting illegal aliens or assisting federal immigration authorities.

Why does the point of view of Muslims receive so much attention?

Amazingly the world view point the last many years have largely been controlled by the Muslim and especially Arab countries. How this has come to be is a mystery. Of course there are more than 50 Muslim countries and they thus have a heavy vote in the broken United Nations. The Arab countries also control a lot of money. The oil has been in dispute in the cold war and thus let the Arab countries accrue much importance.

But consider that the muslim countries have some of the most barbaric regimes in the world and also have some of the most barbaric costumes in the world - it is still hard to understand the level of influence.

Muslims have not, to my knowledge, made any significant attribution to technology, peace, knowledge, art, literature etc. - ie. civilisation for the last 500 years or so.

To illustrate I want to show a bit of an article from the latest edition of the Danish newspaper, "Weekendavisen". It was written by Jesper D. Jensen og Klaus Wivel. Well done.

I have done the translation as well as I could:

While there has been particulary horrible infringements of human rights in Tibet, Cambodia, Rwanda and other places without any mentionable UN protests, Israel has been condemned again and again by the world organisation. Israel continues year by year to ignore practically all UN resolutions that commonly conclude that Israel is breaking international law, ruthlessly has suppressed the Palestinians and is a threat against both the regional and global stability.

During the 59. Assembly of the UN 2004-2005, 19 Israel critical resolutions were passed, while not a single was passed condemning the ethnical cleansings and mass murders in Darfur in Islamic Sudan. Israel is without comparison the country that through the history of the General Assembly has received most condemnations.

For the past last years the average has been 20 resolutions, and since the creation of the UN the General Assembly has condemned Israel with around 500 resolutions - or around half of all resolutions concerning comdemnations of a country. These numbers are from official Israeli statistics and the UN UNISPAL database.


The General Assembly started having emergency sessions in 1956, and since then 5 out of 10 have been about Israel. In comparison there were no emergency sessions in connection with the murder of a people in Rwanda, the ethnical cleansings and mass murders in the former Yugoslavia or during the last years of barbarism in Sudan, where hundreds of thousands of people have lost their lives.

The Israeli critical tendency has also manifested itself through the UN Commision on Human Rights in Geneve. Over the last 40 years around 30 percent of the comission's resolutions, comdemning named countries, have been targeting Israel. In comparison the lack of human rights in the Arabic countries or China has been the object of few resolutions.”

Frankly, I for one am fed up with barbarians and religious fanatics. And the worst ones at the moment are Muslim.

Germany admits its spies helped US

BERLIN, Feb 24: The German government released a report that said two German spies in Iraq provided the United States with intelligence, but rejected allegations it aided the US bombing campaign during the 2003 invasion.

In response to the report, two major opposition parties are demanding a parliamentary inquiry into German intelligence activities that could force current and former government and security officials to testify under oath.

The 90-page report is part of a larger text given to a parliamentary oversight committee that has been investigating reports that Germany’s BND foreign intelligence agency helped the United States select sites to bomb during the 2003 U.S.-led invasion of Iraq, despite official opposition to the war.

The report says former BND president August Henning decided on March 17, 2003 — three days before the U.S.-led invasion began — that two BND agents would remain in Iraq despite the evacuation of the entire German diplomatic corps from Baghdad.

Given their precarious situation in Baghdad, the two agents depended on the invading U.S. authorities for their safety and ability to gather intelligence, the report said.

“In view of the possible need for evacuation or decontamination measures the (BND agents) would be dependent on the willingness of U.S. authorities to cooperate,” it said.

The report acknowledges the BND agents provided the United States with intelligence during the U.S.-led invasion, but said this was mostly limited to reports about items such as “civilian protected or other humanitarian sites, such as Synagogues and Torah rolls and the possible locations of missing U.S. pilots.”

The agents also provided U.S. agents with descriptions of “the character of military and police presence in the city.”

The German agents provided U.S. officials with “descriptions in isolated cases of Iraqi military forces along with geographic coordinates”. It said these were provided only after the agents were convinced the Americans already had the information.

Responding to media reports that the agents had given the United States coordinates that could be used for bombing, the report said the BND provided “no support for the strategic air offensive” in Iraq.

Opposition politicians have rejected the government’s view that the report exonerates the BND and the administration of former Chancellor Gerhard Schroeder.—Reuters

Saudi Qaeda vows more attacks: Web

DUBAI (Reuters) - Al Qaeda in Saudi Arabia on Saturday vowed more attacks after a failed assault on a major oil installation in the kingdom and named two suicide attackers who died, according to a Web posting.

The posting attributed to the group named the attackers as Mohammed al-Ghaith and Abdullah al-Tweijri and said Friday's attack came in response to a call by al Qaeda leader Osama bin Laden to target oil installations.

The authenticity of the statement, posted on a Web site often used by Islamist groups in Iraq, could not be verified.
