Refresh my memory please. The closer to the surface an earthquake occurs the more likely it is to cause a tsunami, correct? The deeper, the less likely.

No matter how shallow it is a 7.2 can, but is somewhat unlikely, to have created a tsunami, and if it does it's unlikely to be large or damaging unless it set off an underwater landslide.
