Odd you should mention Connecticut. When I married my Hartford-born husband 32 yrs. ago, the first thing I learned when in Hartford was that I was expected to lock my car doors. I'm from eastern upstate NY and had never experienced that before. I moved back to where I grew up just so I didn't have to continue to live that way.
Hartford, Bridgeport, and New Haven are hellholes of urban blight. Totally different world from Fairfield County (Greenwich, New Canaan, Darien).
Connecticut (or at least Fairfield County) is like a checkerboard. The safe suburbs alternate with the devastated inner cities. Frankly we were happy to move out of the state even though we lived in a decent town. But Hartford, Bridgeport, and the other inner cities are mostly disaster areas. People who work in Hartford now mostly commute from the suburbs if they can afford to.
