Hartford, Bridgeport, and New Haven are hellholes of urban blight. Totally different world from Fairfield County (Greenwich, New Canaan, Darien).
We lived in Willimantic, which had a heavy Puerto Rican community. I don't know if it still does. Never had problems with them. (My husband was attending UCONN at the time).
