Well actually, he was already advised, multiple times, that a worse attack is inevitable. That's what has the Minute Men so ticked off. Inevitable means that there is simply no way you can take safe borders seriously enough.

His actions in regards to the border do not reflect that though, which is why I think they are either utterly incompetent, or they feel that the threat is low.

I will admit that I believe the chances are low, for the simple fact that Iraq has become the Super Bowl of terrorism - if you are a terrorist from the ME, that is where you are going to go, or going to be asked to go, for a multitude of reasons (the least of which is if democracy is truly established in Iraq and Afghanistan, it could lead to other democracies there, which would be a death sentence to radical Islamic groups).
