Well actually, he was already advised, multiple times, that a worse attack is inevitable.
His actions in regards to the border do not reflect that though, which is why I think they are either utterly incompetent, or they feel that the threat is low.
I will admit that I believe the chances are low, for the simple fact that Iraq has become the Super Bowl of terrorism - if you are a terrorist from the ME, that is where you are going to go, or going to be asked to go, for a multitude of reasons (the least of which is if democracy is truly established in Iraq and Afghanistan, it could lead to other democracies there, which would be a death sentence to radical Islamic groups).

Members of his own administration publicly said it's not a question of "if" but of "when". You have to ignore the Bush administration to believe that safe borders are low priority.
