What I saw from the video feed from the bomb robot was pretty graphic. Just imagine someone who was wearing pants and seeing nothing from the waist up. It was really disturbing, he said."

OPINION-SPECULATION - If the top half is missing, it makes one wonder if he was wearing a bomb vest.
Uniform reports from overseas suggest that the pattern for vest detonations is that the head and shoulders separate and land some yards away virtually intact. Sex and age are usually readily apparent. IDs can be made without having to resort to dental records. I have to wonder why the torso is "missing."
The London bombers as well as the Bali bombers were wearing your generic backpacks. Would do the job as well as a vest, be less noticable and easier to construct.
